Summary

Fresno Economic Opportunities Commission (Fresno EOC) is seeking an Anti-Human Trafficking Case Manager/Advocate to provide comprehensive case management and advocacy services to domestic minor and adult victims of human trafficking. The role supports the Central Valley Against Human Trafficking (CVAHT) program by coordinating with partners, responding to crisis needs, and ensuring high-quality client care and documentation.

What you'll do

  • Respond within 24 hours to referrals for human trafficking case management/advocacy services.
  • Conduct thorough client assessments and develop goal-oriented care plans.
  • Participate in an on-call rotation for the 24-hour CVAHT crisis line to provide immediate assistance.
  • Provide ongoing case management and advocacy services for identified victims and their dependents.
  • Assist in developing new intervention projects for minor victims of trafficking.
  • Maintain and update case management and client files on a weekly basis, including clear and sufficient case notes.
  • Collect, organize, and enter data for the Program Manager and funders’ databases.
  • Provide public outreach at venues such as health fairs and informational events.
  • Deliver professional trainings to outside agencies on human trafficking.
  • Assist with development and implementation of the bi-annual 40-hour anti-human trafficking caseworker training.
  • Take meeting notes and support preparation of formal minutes.
  • Provide administrative support to the CVAHT Manager and act as liaison in the Manager’s absence, including summarizing meetings and related issues.
  • Adhere to grant requirements and confidentiality policies.
  • Attend staff meetings and required trainings, including Central Valley Freedom Coalition meetings and initial 40-hour Caseworker Training.
  • Travel for agency business using personal or agency vehicle.
  • Work evenings and weekends as required and perform other duties as assigned.

Requirements

  • Education: High school diploma or GED required; Bachelor’s degree in Victimology, Social Work, Psychology, Sociology, Human Development, or related field preferred (work experience may substitute year-by-year).
  • Experience: Minimum 2 years of related experience providing case management or supportive services to youth or young adults; experience with vulnerable populations highly desirable; knowledge of and experience in anti-trafficking.
  • Skills: Excellent public speaking and ability to educate/train in formal and informal settings; strong verbal and written communication (including report writing and conflict resolution); proficiency with Microsoft Office Suite and related business software; ability to maintain clear case notes; knowledge of community resources and ability to make appropriate referrals; ability to work with ethnically/socially diverse communities.
  • Language: Bilingual English/secondary language preferred based on client and program needs.
  • Certifications: CPR and First Aid preferred; required within six months of hire.
  • Availability: Willingness to work non-traditional hours/days as needed, including on-call.
  • Driving: Valid California driver’s license, reliable transportation, adequate auto insurance, and insurability by agency carrier.
  • Screening: Must pass required background investigation including medical exam and TB clearance, acceptable criminal record statement, DOJ fingerprint clearance, and child abuse index clearance.

Conditions

  • Schedule: Monday–Friday, 8:30am–5:00pm (7.5 hours/day).
  • Additional hours: On-call rotation for 24-hour crisis line; evenings and weekends as required.
  • Travel: Travel for agency business using personal/agency vehicle.
  • Work environment: Occasional exposure to outside weather; moderate noise level.
