Summary
Fresno Economic Opportunities Commission (Fresno EOC) is hiring an Academic and Career Advisor to serve as a key link between the All Youth One System (AYOS), schools, training providers, colleges, and local employers for at-risk and basic-skills-deficient youth in Fresno County.
The role delivers intensive academic and career programming through counseling, planning, assessments, and job placement support while coordinating services under WIA/WIOA and collaborating with partners to improve youth outcomes.
What you'll do
- Provide academic enrichment services to AYOS youth and support progress toward diplomas, GEDs, and postsecondary or training pathways.
- Administer and use diagnostic academic assessments and counseling results to create and maintain Individual Academic Plans (IAPs), including dropout prevention strategies when needed.
- Meet regularly with youth for tutoring, counseling, strategizing, and academic planning; monitor progress and adjust plans to improve outcomes.
- Coordinate with school faculty and counselors, share records as appropriate, and support youth in navigating alternative education and vocational programs.
- Provide college and training resources, including majors, admissions requirements, entrance exams, financial aid, trade/technical schools, and apprenticeships aligned to the youth’s plan.
- Deliver career exploration and career education; evaluate abilities, interests, talents, and work values using assessments and portfolio tools.
- Create and maintain Individual Career Plans (ICPs); interpret career ladders, assessments, and counseling results and adjust plans based on progress.
- Help older youth develop job search skills (e.g., resume writing, interviewing) and place them into work experience and internships to build work readiness.
- Conduct in-depth consultative interviews using local labor market information (LMI) and demand occupation lists; explain the Central California Work Readiness Certificate and its value.
- Work with the Business Account Specialist and employers to match youth to suitable employment opportunities; conduct outreach to local employers to develop opportunities.
- Provide leadership and personal development activities through individual sessions, small groups, workshops, and community/government exposure activities.
- Manage supportive services and incentive funds, including self-certifications, ongoing needs evaluation, receipt collection, and accurate submission of timesheets and payment documentation per procedures.
- Deliver presentations on WIA AYOS youth services and available resources.
- Provide case management (service planning, referrals, tracking, job placement, follow-up/retention) and maintain youth files; enter data into i-Train.
- Monitor participant progress and manage exits according to performance requirements to maximize client flow and outcomes.
- Participate in quality improvement focus groups/strategy teams; build internal and external partnerships to avoid duplication of services.
- Travel for agency business using reliable transportation; maintain regular attendance and punctuality; work evenings/weekends as required; perform other duties as assigned.
Requirements
- Education: Bachelor’s degree in Counseling, Education, Social Services, Youth Services, or closely related field required; five (5) years additional related experience in youth/community/vocational programs may substitute for the education requirement.
- Experience: One (1) year of directly related work experience in a closely related field or occupation.
- Knowledge of Fresno County educational institutions (including alternative education), vocational training programs, and local college systems; understanding of Fresno County demographics as related to youth needs.
- Ability to analyze labor market information (LMI) and understand job skill requirements for older youth planning.
- Working knowledge of WIA funding statutes, regulations, policies, and procedures; willingness to expand knowledge of WIOA-related rules and directives.
- Strong interpersonal, collaboration, and communication skills; ability to work effectively with diverse economic backgrounds, academic staff, employers, contracted providers, and partner agencies.
- Proficiency with Microsoft Office Suite and related business software.
- Bilingual English/Spanish (or other secondary language) preferred based on client/program needs.
- Effective presentation skills; strong written and verbal communication.
- Ability to work well with youth/teens and diverse populations.
- Pass required background investigation including medical exam and TB clearance, DOJ fingerprint clearance, acceptable criminal record statement, and child abuse index clearance.
- Maintain a valid California driver’s license, reliable transportation, adequate auto insurance, and insurability by agency carrier for driving agency vehicles.
Conditions
- Schedule: Monday–Friday, 8:30am–5:00pm (7.5 hours per day).
- Availability: Evenings and weekends as required; non-traditional hours/days may be needed to meet program needs.
- Location: On-site with travel for agency business; occasional exposure to outside weather conditions; moderate noise environment.
- Supervisory responsibilities: None.
- Physical requirements: Regular sitting/standing/walking; lifting up to 25 lbs frequently and up to 50 lbs occasionally; standard vision and mobility demands as described.
