Summary

The City of Sacramento Revenue Division (Permits and Taxes team) is hiring a Claims Collector to collect delinquent and non-compliant taxes and related fees owed to the City. The role focuses on Business Operations Tax while supporting other City tax collections, using phone, correspondence, field work, and legal processes to secure payment.

What you'll do

  • Prepare statements, notices, and correspondence to individuals and businesses owing monies to the City; maintain records for follow-up.
  • Contact delinquent customers by phone, email, mail, and in person; perform skip tracing, field work, and canvassing to locate debtors.
  • Review and inspect documents and records to gather evidence and information to support collections and locate responsible parties.
  • Interview individuals to determine resources and assets; set up extended payment agreements based on ability to pay.
  • Bill, invoice, and set up/maintain Business Operations Tax customer accounts in the City billing system.
  • Prepare small claims documentation; file suit in Small Claims Court and represent the City as Plaintiff; follow up on court actions and pursue additional legal/administrative remedies as appropriate.
  • Research and respond to public and interdepartmental inquiries regarding account status and payments; provide information on tax/account payment processes.
  • Prepare reports on accounts receivable status, including summaries of monies received, delinquency, and aging.
  • Assist in recommending accounts for write-off and perform related duties as assigned.

Requirements

  • Experience: Two years of experience performing customer service or related work.
  • Education: High school diploma or G.E.D. equivalent.
  • License: Valid California Class C Driver License at the time of appointment (reviewed case-by-case for individuals unable to meet due to physical disability).
  • Knowledge: Fair Debt Collection Practices Act; modern office practices and equipment; English usage/grammar; principles of financial record keeping; municipal accounting system requirements and procedures.
  • Abilities: Use computers and common office software; maintain financial/statistical records; perform arithmetic computations; work independently; collect monies using discretion, tact, and judgment; communicate clearly in writing and verbally; interview effectively; learn collection procedures and municipal court operations; testify in court; build cooperative working relationships with the public and City staff.

Conditions

  • Location/remote: With supervisor approval, intermittent remote work may be available; employee must reside within the Sacramento region or be able to report to a City of Sacramento worksite on short notice.
  • Probation: 12-month probationary period required to gain permanent status.
  • Hiring process: Online application required; Training & Experience exam (weighted 100%); eligible list may remain active for one year; conditional hire may require LiveScan/fingerprinting and may include pre-employment medical exam and controlled substance/alcohol test as applicable.
