Human Resources Generalist - Recruitment

Summary

The City of Charlotte is hiring an HR Generalist to coordinate, execute, and audit full-cycle recruitment and background investigation activities for the Charlotte-Mecklenburg Police Department (CMPD). The role supports hiring for sworn and civilian positions by managing recruiting workflows in Workday, ensuring compliance, and building a diverse candidate pipeline through outreach and events.

What you'll do

  • Serve as a liaison between applicants, supervisors, and leadership on recruitment and background investigation matters.
  • Coordinate full-cycle recruitment in Workday, including position creation, job requisitions, candidate tracking, and workflow management.
  • Host orientation sessions for new CMPD employees as a certified CMPD Serves Instructor, introducing department values and expectations.
  • Develop and deliver training for supervisors/managers on recruitment processes and Workday functionality.
  • Source and attract diverse applicant pools using Workday tools, external job boards, university partnerships, career fairs, and targeted outreach.
  • Review applications, conduct initial screenings, and coordinate pre-employment steps (background investigations, polygraph examinations, physical assessments, and panel interviews) in compliance with hiring standards.
  • Maintain accurate recruitment records and ensure hiring activities align with applicable federal, state, and local regulations (including EEO and FLSA).
  • Partner with CMPD command staff and HR to assess staffing needs, align strategies with workforce plans, and recommend process improvements.
  • Represent CMPD at job fairs, community forums, colleges, and law enforcement expos to build interest in public safety careers.
  • Prepare and deliver Workday analytics and reports (time-to-hire, applicant flow, diversity metrics, pipeline progression).
  • Coordinate onboarding logistics and timely processing of new-hire documents and clearances in Workday.
  • Collaborate with the Public Information Office to promote recruitment campaigns across social media and community channels.
  • Maintain strict confidentiality regarding applicant data, hiring decisions, and internal systems.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree with 3 years of relevant experience,
    or Master’s degree with 1 year of relevant experience.
  • Strong understanding of Workday for requisitions, applicant tracking, workflow management, and reporting.
  • Experience coaching and training personnel.
  • Knowledge of inclusive recruiting methods, sourcing, and selection strategies.
  • Familiarity with EEO, ADA, FLSA, FCRA, and public sector hiring compliance.
  • Understanding of police academy qualifications and processes such as background checks, polygraph procedures, and certification requirements.
  • Ability to screen applicants and assess alignment with CMPD standards and values.
  • Strong written and verbal communication skills for applicants, leadership, and community stakeholders.
  • Ability to generate and interpret recruitment dashboards and metrics (Workday or similar).
  • Ability to manage multiple concurrent recruitment processes, meet timelines, and work with minimal supervision while collaborating with HR and command staff.
  • Sound judgment and discretion in handling sensitive data; flexibility to respond to changing staffing needs and policy/system updates.
