Summary

Integrated Finance & Accounting Solutions (IFAS) seeks a Business Process Analyst I to support the Department of State Office of Global Compensation, Pay Systems, Overpayments Division. The role focuses on analyzing and resolving payroll/compensation overpayments and supporting complex financial compensation systems used across global posts.

What you'll do

  • Process and audit overpayment transactions (current and prior year) related to salary, benefits, and allowances.

  • Research and interpret policies to determine eligibility for salary, allowances, entitlements, and benefit contributions.

  • Prepare and send customer notifications of overpayments (initial notification of indebtedness letters).

  • Respond to Payroll Customer Support (PCS) inquiries and internal customer questions.

  • Retrieve, research, and analyze pay history within proprietary financial systems.

  • Calculate overpayments using automated tools and/or manual methods (e.g., personnel actions, time and attendance adjustments, post arrival/departure).

  • Establish repayment methods per debt collection authorizations and propose alternative repayment schedules when needed.

  • File and index work and correspondence in the Document Imaging System (DIS).

  • Communicate professionally with coworkers, management, and internal/external customers via email, IM, and in person regarding overpayment cases.

  • Monitor debt collections including payments to Accounts Receivable, Pay.gov, and salary deductions.

  • Create and maintain cases in the Debt Management Database until closure.

  • Process corrections for overstated earnings, including letters of credit, W-2 corrections, and manual adjustments in the pay processing system.

  • Perform other payroll/project duties as assigned.

Requirements

  • Strong multitasking, customer service, analytical, organizational, oral/written communication skills, and attention to detail.

  • Experience with computer-based applications (word processing, spreadsheets, database management systems); intermediate MS Excel and MS Word required.

  • Relevant professional experience supporting design, development, analysis, testing, or implementation of large/complex systems; familiarity with development and testing methodologies in systems environments.

  • Experience performing technical tasks and analysis; experience managing development and/or maintenance efforts is referenced as part of desired background.

  • Business process analysis, systems analysis, and system support capability related to financial services systems and/or in-depth knowledge of financial operations, including documenting requirements, assessing impacts of changes, and supporting users (help desk support/training).

  • Ability to support continuous improvement activities such as reconciliation error identification, root-cause analysis, corrective actions via system changes or user training, and support for cyclic financial statements.

  • Active interim Secret clearance (minimum) or ability to qualify for a security clearance.

  • Preferred: payroll processing experience including manual creation of W-2s and 1099s; experience with Federal accounting systems; knowledge of Department of State accounting/financial policies.

Conditions

  • Onsite position in Charleston, South Carolina.

  • 8-hour shift scheduled between 6:15 AM and 6:00 PM with a non-compensated 45-minute lunch.

  • Additional hours may be required with authorization by the Project Manager and DoS Management.
